AI-generated conceptual illustration by BIG CHANGE; no actual customer, helpdesk, provider request, ticket action or approval is depicted.
A ticket agent can begin by reading one owned case, then earn approval for individual actions, and finally apply one narrow class of tag without prompting on every call. It gives a read-only specialist a bounded inspection role and lets a supervisor propose actions. A deterministic policy checks the target, current version, phase, allowed label, approval receipt and one-effect budget before any local ticket change.
The supplied program has **no helpdesk connection**. BIG CHANGE checked 16 synthetic offline tests. It made no provider or model request, and did not test a live account, real ticket, business result or production isolation. The eventual model run described below is a separate reader-authorized trial. The pilot's local JSON and audit files are editable; they cannot authenticate the person typing an operator name or provide tamper-proof evidence.
Our earlier [single-tool boundary guide](https://bigchange.ai/blog/openai-agents-sdk-function-tool-boundary-guide) covers one staging decision. This pilot adds specialist delegation, three reviewed permission phases and recovery for interrupted ticket actions; it is a separate reader task, not a later development of that article.
## The big change
- **What changed:** The pilot moves from reading one owned ticket to applying a narrow label through reviewed policy changes. The supervisor can propose more than its local policy will execute; that policy decides whether an effect lands.
- **Why it matters:** An operator can compare a proposed action with the exact ticket and audit receipt before expanding permissions. A model answer cannot grant itself authority, and the bounded tier still permits at most one tag effect in a run.
- **What to watch:** Promotion depends on the operator's review of real owned cases. This kit has no provider or helpdesk trial, and its files are editable; a shared service would need authenticated review and transactional storage before using this pattern.
## 1. Set up a private pilot
Use Python 3.11 or later and an account-authorized model. In one private directory, save the eleven complete files printed below, each under its displayed filename. Create a separate private data directory for your own pilot. Use one operator and one process at a time; the files have no concurrent-write transaction. Keep ticket summaries limited to data you are authorized to send to your selected model. Set `OPENAI_API_KEY` through your normal secret manager, outside the task text, files and command history. Check current terms and cost before running. The turn limit does not cap spending.
Run the setup from the directory holding the eleven files. Choose the block for your shell and keep that shell open for every later command. Each block binds its shell-local `python` command to the exact `.venv` interpreter and prints the interpreter path before installation. Python's [virtual-environment manual](https://docs.python.org/3.11/library/venv.html) allows direct use of that interpreter without activating a script.
In every command below, replace each entire angle-bracket placeholder, such as `<private-data>`, `<your-authorized-model-id>`, `<task.txt>` or `<review.json>`, with your actual value; do not type the angle brackets. Put double quotes around a substituted file or directory path that contains spaces, and use the actual phase, abandonment or recovery review filename required by that command.
Windows PowerShell:
```powershell
python -m venv .venv
$pilotPython = (Resolve-Path .\.venv\Scripts\python.exe).Path
function python { & $pilotPython @args }
python -c "import sys; assert sys.version_info >= (3, 11) and sys.prefix != sys.base_prefix; print(sys.executable)"
```
macOS or Linux bash/zsh:
```bash
python3 -m venv .venv
pilot_python="$(pwd)/.venv/bin/python"
python() { "$pilot_python" "$@"; }
python -c "import sys; assert sys.version_info >= (3, 11) and sys.prefix != sys.base_prefix; print(sys.executable)"
```
The printed path must point into this program directory's `.venv`. If PowerShell blocks `Activate.ps1`, use the interpreter binding above; it runs no activation script and requires no execution-policy change. If you open a new shell later, return to the program directory, repeat the applicable binding and verification lines, then continue. Every `python` command below, including tests, policy commands and model runs, uses that verified shell-local interpreter.
```shell
python -m pip install openai-agents==0.24.0
python -m unittest -v test_policy.py test_runner.py
```
The pinned install should complete. The test command should report **16 passing tests** on synthetic temporary records without a model call. It exercises saved approval and rejection, one-effect enforcement, lost-result holds and stale or wrong-target abandonment both before and after a prior effect. These are local software checks, not a provider or helpdesk trial.
Copy `policy.example.json` to `<private-data>/policy.json` and `tickets.example.json` to `<private-data>/tickets.json`. The latter begins empty. Add only tickets and labels you own and authorize. Each ticket has a unique string `id`, integer `version` starting at 1, `summary`, `status` (`open` or `closed`), boolean `sensitive`, and `labels` array. Keep `allowed_labels` in the policy narrow. The synthetic record below illustrates the format; it is not a customer case.
```json
{"tickets":[{"id":"OWN-101","version":1,"summary":"Synthetic owner-approved categorization case","status":"open","sensitive":false,"labels":[]}]}
```
```shell
python policy.py monitor --root <private-data>
```
Expect phase `observe`, zero applied ticket actions and zero unmatched ticket actions. An integrity failure prints `HOLD` and exits. Inspect `policy.example.json` before adding real records: `tag` can add only an allowed label to an open nonsensitive ticket at its exact version; `close` needs a reason and per-call approval in every phase. Sensitive tickets hold. The tools include no delete, payment, outbound message or arbitrary helpdesk API action. Authorize the supervisor's complete target and tool scope, including its close tool, before starting a live trial.
## 2. Observe, then review each effect
Write a short UTF-8 task file for exactly one ticket. Ask the specialist to inspect the record, require the supervisor to compare its ID and version, and request a label proposal or evidence hold. This synthetic task is copyable; change the ticket ID and instruction only within your approved scope:
```prompt
Review ticket OWN-101. Have the read-only specialist inspect it. Compare the exact ID and version yourself, then suggest an allowed label or an evidence hold. Do not close it.
```
Use your own authorized model ID in this first live call:
```shell
python run_agent.py --root <private-data> --model <your-authorized-model-id> --ticket-id OWN-101 --task-file <task.txt>
```
The runner first records an `attempting` intent with the ticket, task hash, model, policy hash and revision. The specialist has only a read tool. The supervisor can inspect, propose a tag or propose closure, but `observe` blocks local mutation. Compare its answer to `tickets.json` and `audit.jsonl`; an answer is not an applied effect. Save the case IDs, proposed labels, disagreements, holds and false positives in your private review record.
At the review prompt, inspect the displayed tool name, full arguments and current ticket. Enter your actual operator identity. Type `YES` only for a call whose exact target, version, action and arguments you authorize; any other response rejects it once. Do not approve a call merely to probe the observation block. If you defer a call at `awaiting_review`, inspect it again before resuming with the same model ID:
```shell
python run_agent.py --root <private-data> --model <same-model-id> --resume
```
The saved decision ties the call ID and exact arguments to a policy revision and hash, operator, decision ID and action key. Successful completion retains a `run-history` receipt and clears the pending marker. An `attempting` marker is an uncertain run; the runner refuses direct resume.
An owner can promote only after inspecting observed cases and the actual records. Decide whether labels were correct, disagreements resolved, sensitive cases held and the operator handled interruptions and recovery. Fill a private copy of `phase-review-template.json`: set `fromPhase` to `observe`, `toPhase` to `supervised`, the actual `approvedBy`, evidence location and case IDs, reason, and the hash of the current `policy.json` bytes. These commands compute the hash and submit the reviewed transition:
```shell
python -c "from pathlib import Path; import hashlib,sys; print(hashlib.sha256(Path(sys.argv[1]).read_bytes()).hexdigest())" <private-data>/policy.json
python policy.py phase --root <private-data> --review <review.json>
python policy.py monitor --root <private-data>
```
Expect `supervised` and revision 2. A stale policy hash or skipped phase holds. In `supervised`, verify each proposed tag before `YES`, then check its new version and label against the applied row in `audit.jsonl`. Closure needs separate authority and evidence. A rejection authorizes no effect. The local policy separately verifies current ticket state, expected version, saved run scope, exact approval and one-effect budget at execution.
## 3. Bound one low-risk tier and keep a way back
After reviewing actual supervised cases, make a second exact-hash phase review from `supervised` to `bounded`. Record the cases, false positives, holds, closure decisions and reason for allowing the listed nonsensitive tag tier. Run the same `policy.py phase` command and verify the new phase and revision. In `bounded`, one allowed tag can change the ticket. Sensitive cases hold. Specialist delegation never adds an action tool.
After every run, compare the ticket record, applied audit row, `run-history` receipt and model answer. The monitor reports `appliedActions` for ticket effects separately from `phaseTransitions`, plus tags, closures, holds, review rejections and last action time. Trace human-approved applied rows through `decisionId` and `actionKey`. Inspect underlying tickets and any disagreement, unexpected label, stale version or closure. Choose and record your own review cadence and acceptance criteria; this pilot supplies no performance threshold or scheduler. Stop model runs on a harmful action or integrity issue. A fresh exact-hash review can demote `bounded` to `supervised` or `observe`; verify the transition audit afterward.
## 4. Recover uncertainty without executing the call again
For a stale or wrong-target `awaiting_review` call, inspect current records before doing anything else. Copy `awaiting-abandon-template.json` to a private review file. Bind the SHA-256 of the exact `pending-run.json`, enter `abandon_without_replay`, your actual identity, the call/target/version and audit evidence inspected, plus provider usage or an explicit unavailable result. Run:
```shell
python run_agent.py --root <private-data> --model <same-model-id> --abandon --review-file <abandon.json>
```
Inspect the displayed call and current target. Confirm by typing `ABANDON <run-id>`. It inspects the saved state without another run. Verify the archive retains the state, abandoned call evidence, prior applied action IDs and approval rows; check that the ticket is unchanged. A wrong hash, missing evidence or conflicting prior effect holds. The four stale/wrong-target cases in the offline suite include zero and one prior effect, so abandonment does not erase a valid earlier change.
If `pending-run.json` says `attempting`, inspect exact ticket version and `lastActionId`, approval and applied rows, run history and provider usage. An earlier model or tool operation may have an uncertain outcome. Bind the exact pending-file hash, actual evidence and usage result in a private copy of `run-recovery-template.json`, then run:
```shell
python policy.py run-reconcile --root <private-data> --review <recovery.json>
```
This retains a `reconciled_unknown` history and audit disposition without replay. It cannot prove an unknown provider result succeeded. If `phase-intent.json` exists, monitor, tools and new phase changes hold. Compare its prior/next policy with the current policy and transition audit. Bind the exact intent hash and operator evidence in `phase-recovery-template.json`, then run:
```shell
python policy.py phase-recover --root <private-data> --review <recovery.json>
```
The command completes a fully audited transition or restores the exact prior policy when the transition audit is missing. If a ticket's `lastActionId` has no applied audit row, stop and reconstruct evidence from a verified backup. Fabricating an approval or applied row would hide the failure. External ticket edits, direct manual file changes and concurrent writers need separate reconciliation. A live shared service would also need transactional persistence, authenticated approvals, stronger audit integrity, access control and a reviewed recovery procedure.
## Copyable pilot files
Save each block under its heading's exact filename in the same private program directory. These are the complete pilot files, tested offline. The tests and runner import only these displayed local modules; no private BIG CHANGE artifact is needed. The fenced presentation preserves each file’s bytes inside its block, with Markdown fences and filename headings outside the files.
