Türkiye’s competition authority is investigating Google’s AI Overviews and AI Mode and announced an interim measure for news publishers. This is not a final infringement finding.

## The big change

- The interim measure seeks to separate publisher AI-use choices from visibility in other Google services.
- Google describes an AI search control for Search Console properties, alongside separate page- and text-level display settings. Their different scopes matter to publishers deciding what to include.
- In the UK, a separate requirement addresses publisher controls and attribution. It also covers opting out of model fine-tuning, which is a different use of content from displaying an AI search answer.

## What the Turkish measure requires

The [authority](https://www.rekabet.gov.tr/tr/Guncel/google-hakkinda-yapay-zeka-onizlemeleri--6d27b3a494d6f111a671005056854155) announced the investigation on November 2. Its October 8 interim decision cited strong suspicion of discriminatory and exploitative conduct toward publishers.

The board directs Google to establish non-discriminatory conditions reflecting content-use economic value, with publisher choices about these AI services independent of visibility and indexing in other Google services. No payment rate or compliance deadline is specified.

The inquiry examines traffic, contracts, exclusion and source selection; measured losses remain unestablished.

## How publisher controls fit

The announcement does not establish that Google has implemented this separation.

[Google’s documentation](https://developers.google.com/search/docs/crawling-indexing/control-what-you-share) describes an AI search inclusion control for Search Console properties. Child properties, including URL-prefix paths, inherit a parent setting unless configured separately. Page- and text-level settings instead adjust how individual pages or passages appear in search results.

[Google’s control guide](https://support.google.com/webmasters/answer/16908024) says excluded content and links do not appear in covered AI features, and the setting is not a ranking or inclusion signal for other Search results. It points to a separate control for AI training. BIG CHANGE has not tested these claims.

Google’s documentation does not establish compliance with the Turkish measure. BIG CHANGE did not test the controls.

## A separate UK requirement

The UK Competition and Markets Authority [announced its own conduct requirement](https://www.gov.uk/government/news/cma-secures-fairer-deal-for-publishers-and-improves-google-search-services-in-uk) on June 3. It requires effective publisher controls for AI search use and clear attribution, and provides for opting out of AI model fine-tuning. The CMA said Google had nine months to implement all changes and would submit compliance reports. Its UK requirement concerns both how content appears in AI search and whether it can be used to fine-tune models, giving publishers decisions over two distinct uses. The regulator said it would monitor implementation.
