MiniMax said in an October 23 Hong Kong exchange filing that it had completed technology export registration with China's Ministry of Commerce for open-source release and overseas licensing of certain recently released and upcoming models. It did not identify those models.
The big change
- What changed: MiniMax says it completed registration for open-source release and overseas licensing.
- Why it matters: The filing leaves overseas users unable to identify the registered models.
- What to watch: The catalog consultation closes November 15; the interim registration requirement has a separate endpoint.
Registration during a consultation
Announcement No. 48, issued by China's commerce and science ministries on October 16, proposed additions to the technology export catalog and opened consultation through November 15. It also introduced registration before export of technologies listed in its annex, lasting until the revised catalog is formally implemented. Exports already started but unfinished are included.
The announcement lists overseas ownership transfers, licensing domestic technology for overseas use, changes to a foreign owner or controller, and other expressly designated cases. Registration information includes the recipient, destination, technology and intended use. That connects the procedure to an export transaction, without identifying which transactions MiniMax registered.
Model access requires separate evidence
The ministry's October 16 Q&A distinguishes forms of overseas activity in its explanation of the future catalog regime. It says overseas local deployment of restricted AI technology falls within technology export management, with facilitation for specified circumstances. Providing API calls, app or web interaction, and SaaS using restricted models falls outside the large-model technology export scope described there. That answer explicitly concerns the rules after formal implementation.
MiniMax's filing supplies no download location, access terms or release timetable to connect registration to an available model.
